According to the policy of ensuring economic growth, keeping the people's livelihood and promoting overall development" by the Municipal and District Central Committees, as well as the Notice on Distributing the Opinions of Accelerating Land Supply for Key Projects to Promote Steady and Rapid Economic Development in the Capital by the Beijing Municipal Bureau of Land and Resources, the Tongzhou Branch established a leading group in charge of implementing key projects, set up a "green channel", and carried out the system of "accepting applications at one table and designating a person to specially handle them". For key projects, the leading group should track them over the process, grasp the latest progress, and optimize the approval procedures to realize continuous handling in the Branch, and to accelerate the implementation of key projects. According to the instructions of the municipal bureau, the Branch should carefully sorted out projects in the district which had been included into the "green channel", accelerate the approval of the key projects on the principle of "specially handling those that are special and urgent" required by the municipal government, and ensure a smooth channel for communication and feedback with the municipal bureau. There were three batches of 38 projects included into the "green channel" in line with the municipal government, such as the Land No. 3 project for the Yunhe New Town, the reconstruction project of the Shangying shanties and the first-phase construction project of the Taihu Ecological Town. The preliminary land approval of these three projects had been completed for 4 workdays on average, shortening 80% of the normal time limit for approval. Moreover, our Branch checked the handling procedures for the key projects one by one, reduced the approval time limit required by the "green channel, and quickened the handling of the land use for them. At present, there are 20 projects under the process of land use handling, the preliminary approval of land has been finished for another 20 projects, land expropriation has been ended up for 2, Contracts of Transferring Right of National Land Use of Beijing have been signed for 3. Besides, there are still 4 projects to be applied for land use.
